Lee Boggess, director of the Liberty County YMCA, addresses the Rotary Club Tuesday about literacy worldwide. According to the 2000 census, 96 percent of people speak English well in Liberty County compared to the state’s 98 percent average. Boggess also informed the group 20 percent of the world’s population is illiterate.
