LCDA hires director of work force development and existing business

At the May meeting of the Liberty County Development Authority, Ronald Tolley, the authority's CEO, announced the hiring of DeLisa Espada for the newly created position of director of work force development and existing business.
The LCDA created the position to have a dedicated staff person to plan and implement a comprehensive work force development program in Liberty County. Tolley stated one of the primary responsibilities of the job will be developing and implementing a strong and vigorous Minority/Women Business Enterprise program. "DeLisa has already drafted an aggressive program to develop a listing of all M/WBE firms in the Liberty County area; determine which of them are certified for local, state, and federal work; ascertain what assistance is needed in helping potential firms prepare for certification; and develop a network to facilitate strong relationships with these firms by the LCDA and other entities in the area," Tolley said.
Tolley stressed that the authority's goal is to become a significant strategic partner in developing and promoting M/WBE firms in Liberty County.  He stated, "The economy of Liberty County can benefit greatly from the formation, certification, and promotion of M/WBE firms, and the Authority intends to make that happen.  I strongly encourage anyone interested in M/WBE activity to call DeLisa at 368-3475."
Espada, who possesses a bachelor's degree in Business Administration and an MBA, is a seasoned executive and business entrepreneur who has worked with small to medium sized disadvantaged businesses.  Prior to joining the LCDA, she served as Vice President of Accounting and Human Resources for a minority owned private home healthcare agency.
