Joint Operation Leads to the Largest Cash Seizure in CNT History

In the late months of 2016, the Chatham-Savannah Counter Narcotics Team (CNT) collaborated with the Federal Bureau of Investigation, the Drug Enforcement Administration and the Savannah-Chatham Metropolitan Police Department (SCMPD), to investigate an organization suspected of trafficking drugs throughout Chatham County. This joint operation was conducted for more than 12 months, utilizing multiple investigative techniques, and led to identifying key members within the organization. On March 22nd, 2017, the joint investigation led to multiple arrests, drugs and a cash seizure of approximately $400,000, making this the largest cash seizure in CNT history.

As the operation furthered, law enforcement identified the organization that specialized in the distribution of kilograms of cocaine, large amounts of marijuana and heroin. It was also determined that Eugene “Poncho” Allen, 40, was controlling the drug organization from his prison cell. Allen is currently serving a life sentence in a Georgia State prison on a murder conviction from Savannah, Georgia.

Search warrants were served by CNT at four locations in Savannah, Ga, one location in Garden City, Ga and one location in Port Wentworth, Ga. The FBI and Atlanta PD served two additional search warrants with the assistance from CNT in the Atlanta area.

These search warrants led to the arrests of multiple individuals involved in this joint investigation;
-Keith “Glock” Brigham, 42
-Oranda Walker, 36
-Aaron Hubbard, 27
-Charmaine Sims, 34
-Devin Dabney, 40
-Edward “Skip” Tyler, 41

The coordinated search warrants uncovered various forms of controlled substances including powder and crack cocaine, heroin, several pounds of marijuana, firearms and a large amount of U.S. currency. The seized narcotics have an estimated street value of $800,000.

The SCMPD SWAT Team, Chatham County Sheriff’s Office and Laurens County Sheriff’s Office also assisted in different phases of this joint investigation.

CNT Director Everett Ragan stated, “This was a thorough and well-planned operation involving federal, state and local law enforcement agencies. Strong partnerships as such, are imperative to successful outcomes like this. I am proud of the hard work and dedication from the men and women who protect our streets. All of the agencies involved worked closely together for the betterment of the citizens of Chatham County as well as the entire state of Georgia.”

CNT is seeking the public’s assistance in locating two people who remain at large.

Ron “Low” Allen, 40, is believed to have left the Savannah, Georgia area. Allen is described as a black male, 5ft 8in, 165lbs, shoulder length dreads and brown eyes.

Karteau “Yay” Jenkins, 39, fled from his residence in Atlanta, Ga when law enforcement attempted to serve him with arrest warrants. Jenkins is described as a black male, 5ft 11in, 175lbs, short black hair and brown eyes. Jenkins is considered armed and dangerous.
