Webster is married to Kimberly Grugin, daughter of Col. (ret.) William Grugin and Betty Grugin, a noted local artist, now retired, of Liberty County.
Webster served three stints at Fort Stewart. As commander he succeeded Maj. Gen Buford Blount who lead the division in its dash to Baghdad during Operation Iraqi Freedom.
From June 1984-Aug. 1987, he served as assistant plans officer and assistant chief of staff for operations for the 24th Infantry Division and as the operations officer for the 1st Brigade.
He served as the assistant division commander for maneuver for the 3rd Infantry Division from July 1997-Nov. 1998, before leaving to become the commanding general of Fort Irwin, CA, and the National Training Center.
