As a government agency grows, there is a tendency for the agency to become a bureaucracy. I am not fond of bureaucracy and as clerk of the superior, state, juvenile and magistrate courts of Liberty County, I have done everything within my power to ensure that your clerk's office never becomes a "system of administration marked by officialism, red tape and proliferation" - which is an onerous task because almost every function of the office is governed by state and federal laws, court decisions, and state- and local-court rules.
My people, as I have long said, were raised in hard times in the Appalachian foothills. I don't know that I had a grandparent who ever saw the sum of $500 at one time or even held a hundred-dollar bill.

The most-important function Congress serves is to debate and pass the federal budget. I know - it also levies taxes, imposes or relaxes regulations and, once in a while, nudges our social, economic or political order in a meaningful way. But the budget tells the government what to do and makes it possible to do it. Everything else follows from that.
