May, however, made his intentions public by meeting his future fiancee in the lobby of The Heritage Bank in Hinesville. Rooks was surprised as May presented the ring. Jim Thomas, Liberty Consolidated Planning Commission chairman, spoke during a recent Rotary Club meeting about the "explosion of expansion" in the county. By 2030, Thomas said, he expects the population of Liberty County to grow anywhere from 32 to 50 percent.
