What should local governments do for money for projects after the SPLOST referendum failed?

Cut spending on High Cost exorbitant capital projects and get back to providing basic services. Pass laws to severely limit the Commissioners ability to Spend any Future Special Purpose Tax revenues. Limit Special Purpose Tax collection to 5 years. Restrict project funding to the five years of revenue collected in the limits of the single cycle.
