When things happen in the world, such as the recent bombings, some ask “Where was God when this happened?”
The answer is God is where he always has been. Mankind has made the choice to mistreat and harm one another; God has and does want the best for man, not harm.
God created man to love and worship him. He gave man all he needed to live (Genesis 1-2) and put man in a place where man could have lived peacefully. “And the Lord God took the man and put him into the Garden of Eden to dress it and to keep it. And the Lord God commanded the man, saying, ‘Of every tree of the garden thou mayest freely eat. But of the tree of the knowledge of good and evil, thou shalt not eat of it; for in the day that thou eatest thereof thou shalt surely die’” (Genesis 2:15–17).
God gave man the ability to make choices of what he would do, and sadly, man was overcome by temptation (Genesis 3) and committed sin.
Every man has the same choice to make: either follow God or Satan. Ezekiel by inspiration wrote, “The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son. The righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him” (Ezekiel 18:20).
Under the Law of Moses, God gave man commandments that showed how God wanted man to treat him and how to treat each other.
The Ten Commandments can be divided this way: The first four have to do with man’s relationship to God, and the last six have to do with man’s relationship with man. Man was not to put other gods before God, nor worship carved images, nor take the name of God in vain and was to remember the Sabbath day.
As to how man was to be with man, he was to honor his father and mother, not kill, not commit adultery, steal, not bear false witness, nor covet.
In the Christian age, God has given man most of the same instructions (the Sabbath day was the seventh day of the week; under the new covenant, Christians are to worship God on the first day of the week). Man is not to worship other gods, nor idols, nor take God’s name in vain (1 Corinthians 8:4-6 and 6:9-10; James 5:12; Acts 20:7; Colossians 2:16-17). We are to honor Father and Mother (Colossians 3:20), not to kill, commit adultery, steal, bear false witness, nor covet (Romans 13:9).
You see, God still wants man to treat him and mankind with care and respect.
God is not to blame for the wickedness and evil that is in the world. Man makes the choice to ignore God’s commands and cause harm and devastation to other men. These actions can be traced back almost to the beginning.  
The first murder recorded by God was that of Abel, by his own brother Cain (Genesis 4). The world once got so corrupt that God destroyed all of mankind except Noah and his family (Genesis 6-7). One day, he will destroy it again, although we do not know when (Matthew 24:36, 2 Peter 3:10), but we need to obey the gospel and live faithful lives every day so we are prepared when it happens (1 Thessalonians 4:13). Satan is to blame for the evil; in fact, God’s word describes him as a “roaring lion seeking whom he may devour” (1 Peter 5:8).
God wants all men to love and obey him. Bad things may happen, but it is not the fault of God. Our hearts and prayers go out to the families of those who were killed and injured and for our nation.
