Driver in fatal wreck charged

The driver in a fatal one-vehicle wreck in which two people were also seriously injured in Liberty County Thursday afternoon has been charged in the incident.
According to an incident report filed by Georgia State Patrol Trooper R.F. Barry, the driver of the 2000 Dodge Durango has been identified as Rogelio D. Serrano, 31 of Middlesex, N.C.
The report noted Serrano had been driving south on Interstate 95 when he lost control of his vehicle around 4:22 p.m. The vehicle swerved to the left-hand shoulder of the road, flipping until it came to rest in the wood line.
Three men had been ejected from the vehicle. One man was trapped inside the vehicle and was freed by the responding fire units who used the Jaws of Life.
The report does not identify who was ejected or who was flown by LifeStar helicopter to a Savannah hospital.
Besides Serrano, Thomas Thompkins, 33, of LaPine, Ala., and Michael Cates, 46, of Houston, Texas, were also injured in the wreck. The conditions of the men were not available.
Another man who was ejected from the vehicle and pronounced dead at the scene has not been identified because he did not have any identification. His body was taken to the GBI crime lab in Savannah.
Serrano, according to Georgia State Patrol Communications Officer Ray Howard, has been charged with DUI, failure to maintain lane, first degree homicide by vehicle, serious injury by a vehicle, open container and driving with a suspended license.
