City doesn't change care home rules

The Hinesville City Council failed to approve a zoning ordinance amendment that would have required family day care and personal care homes to apply for a special-use permit. The proposed ordinance died for lack of a second motion when voted upon during an April 1 council meeting.
As it stands, new family day care homes and personal care homes are still required to obtain occupational licenses, city officials said.
The proposed amendment would have required family day care and personal care homes in the city of Hinesville to apply for a special-use permit. The permit would have belonged to the property and would not have remained with the business owner, city officials confirmed.
The proposed amendment also would have mandated applicants to present a certificate from an attorney attesting there were no private land restrictions or covenants on their property.
The initial draft of the proposed ordinance mandated family day care homes and personal care homes were to be located on either an arterial or collector street. This restriction was dropped before the council took its vote on the final zoning ordinance amendment.
