Commissioner Frasier arrested
Updated story to include information from incident report

Liberty County District 2 Commissioner Justin Frasier was arrested on March 3 and charged with DUI, improper display of a license plate, improper left turn and open container violations.

 According to an incident report filed by Hinesville Police Officer, Timothy Conley, Frasier was arrested when the Liberty County 911 center received an anonymous call about a motorist who was allegedly intoxicated and seen drinking while driving from an open container shortly before 9 p.m.

 Officer Conley, who was driving on MLK Drive observed the black GMC Sierra make a left turn onto East Oglethorpe Highway making an improper lane change and not using his turn signal. He also realized the tags on the vehicle were from August 2021. Conley stopped the vehicle on Fraser St.

 According to the report, Conley told Frasier why he initiated the traffic stop. The report alleges that Frasier, “Had slurred speech and water eyes.”

The officer reported he could smell the odor of alcohol coming from the car and coming from Frasier. When asked if had a drink, Frasier replied he had a mixed drink four hours prior.

 According to the incident report, Frasier was asked to step out of the vehicle. Frasier complied and advised the officer he had a pistol in a holster in his waistband. After securing the gun Conley informed Frasier he would administer a field sobriety test. In his report the officer again noted a strong smell of alcohol from the car and from Frasier as he stepped out of the truck.

The officer tested Frasier using a pen while having Frasier track the pen with his eyes. According to the incident report Frasier kept asking if he passed the test and grew agitated with the officer, telling Conley, “I’m not intoxicated and you know this.”

The incident report said that Frasier declined to perform any additional testing.

Officer Conley reported he had sufficient clues to arrest Frasier for DUI and placed the handcuffs on the Commissioner.

The officer read the Georgia implied consent rule for suspects age 21 and older for breath and also for blood samples. When the officer asked Frasier if he would comply to provide a breath and blood sample Frasier refused to answer.

Conley reported not answering would be considered a refusal to comply.

According to the incident report there were several times where Frasier said he, “knew people,” and this whole incident, “Would all get dropped.”

The report stated that Frasier’s wife Brittany arrived on the scene and said she was on the phone with their lawyer and a Liberty Court Judge.

“It is already taken care of, “Britany Frasier told officer Conley.

According to the report Officer Conley once again asked Frasier for a blood sample as required by law. Frasier’s wife advised her husband to decline testing under the advice from their attorney.

According to the incident report, during the search of Frasier’s truck officers found open containers. They also found a Waffle House cup in the center console the officers allege contained an alcoholic beverage and almost fully consumed. They found a bottle of scotch, Crown Royal Peach and 1800 Tequila. Two of the bottles were empty the other half full.

The officers found various packages of CBD products. Frasier told the officers he owns several CBD shops.

During his booking at Liberty County Jail, Frasier’s license was confiscated and he was issued a temporary driving permit. His bond was set at $2,849.

According to the incident report Frasier spoke negatively towards the arresting officers and slammed the pen he used to sign the citations against the table. He allegedly told the officers, “I got a law degree, don’t let the hair fool you.”

The Courier reached out to Frasier who said he plans to address these charges in court before offering any further public comment on the matter.
