Garcia to join LCDA; Watkins sets retirement date

The Liberty County Development Authority (LCDA) is pleased to announce the addition of Deborah Marie Rodríguez García as its new business development project manager, while also recognizing the dedicated service of longtime operations and project support manager Pat Watkins, who is beginning his transition into retirement.

A Hinesville native and graduate of Bradwell Institute, Rodríguez García returns home with more than 15 years of experience in community affairs and global development. She holds a master's degree in Development Studies and has built her career helping communities strengthen local systems, foster cross-sector partnerships, expand economic opportunity, and achieve sustainable growth.

In her new role, Rodríguez García will support the execution of Liberty County's business recruitment, retention, and expansion initiatives. She will coordinate economic development projects from initial inquiry through announcement, manage project timelines, assist with industry engagement, oversee proposal and RFI development, and work closely with community partners to advance opportunities that support the Authority's strategic plan.

"We're thrilled to welcome Deborah back to Liberty County," said LCDA CEO Brynn Grant. "Her experience working with communities around the world, combined with her passion for serving her hometown, makes her an outstanding addition to our team. She brings a collaborative mindset and a deep understanding of how strong partnerships create lasting economic opportunity."

Her arrival also marks the beginning of a carefully planned transition for Pat Watkins, who has served in many roles since joining the LCDA in July 2018. During his tenure, Watkins has been instrumental in supporting the Authority's daily operations, managing critical projects, and positioning Liberty County for continued growth and success.

To ensure a seamless transition, Watkins will remain with the Authority full-time through July 31 to mentor Rodríguez García and help transfer his extensive institutional knowledge. Following that, he will continue serving the LCDA on a part-time basis for at least six months.

"There is simply no replacing Pat," Grant said. "His reliability and unwavering commitment to the Authority and to this community have earned the respect of everyone he has worked with. His mentorship will be invaluable as Deborah assumes these responsibilities, and his impact will benefit the Authority for years to come."

The LCDA extends its sincere gratitude to Watkins for his years of dedicated service and welcomes Rodríguez García as she joins the team to help advance Liberty County's economic development efforts.
