Liberty County’s Clark named to NAFIS board

The National Association of Federally Impacted Schools (NAFIS) announces that Stephanie Clark, chief financial officer of Liberty County School System, has been appointed to the NAFIS Board of Directors.

She will serve as the Region II Director, representing Kentucky, North Carolina, South Carolina, Tennessee, Arkansas, Louisiana, Mississippi, Alabama, Georgia and Florida. As a member of the NAFIS Board, Clark will serve as a national leader advocating for school districts that receive Impact Aid. She also will help guide NAFIS public policy work and oversee plans for the association.

Impact Aid reimburses school districts for the loss of revenue caused by the presence of nontaxable Federal property, including military installations; Indian Trust, Treaty and Alaska Native Claims Settlement Act lands; Federal low-income housing facilities; and national laboratories and other Federal buildings and property. It helps ensure students who attend schools on or near Federal property have access to a quality education. Clark has worked with the Liberty County School System since 2003. She was named CFO in 2019, after serving in a variety of roles, including bookkeeper/administrative assistant, accounting manager and director of federal programs. The district serves families associated with Fort Stewart, with more than 25% of students in the district considered federally connected.

“Impact Aid allows our school district to better provide for all of our students in Liberty County. It allows us to have some of the best instructional programs and technology equipment, as well as safer learning environments,” Clark said. “Impact Aid funds really help take our district to the next level. It is an honor to join the NAFIS Board of Directors, who proudly advocate for and support this critical education program.”

“The NAFIS Board is critical in ensuring that students in federally impacted school districts receive the resources that they need and deserve,” said NAFIS Executive Director Nicole Russell. “Stephanie brings an important perspective from a military impacted school district that will strengthen NAFIS advocacy, and her experience in the business and financial realm will help modernize operational practices as the association moves forward.”

Clark’s term will last two years.
