Massive land tract could become part of Hinesville

Hinesville City Council members are expected to take up an annexation that could add hundreds of new homes over the next couple of decades.

A request to annex 1,931 acres of land — known as Hack’s Pasture — has been submitted to the city and is scheduled to be on the council’s October 3 agenda for a public hearing. The land sits between the CSX rail line east of the city and just east of the Oak Crest and Wexford and Courtland subdivisions.

The project will be about a 20-to-25-year buildout, Liberty Consolidated Planning Commission executive director Jeff Ricketson told council members.

“This will happen over many phases,” he said.

About 1,100 acres is wetlands and will not be developed. Developers intend to preserve the existing wetlands, Ricketson added.

“It has a lot of sensitive wetlands areas but there is also a significant amount of uplands in it,” Ricketson said.

Initial plans call for a mix of housing types, Ricketson said, and 27 acres in the middle of the property will be reserved for public facilities, such as police, fire and recreational. Access to the tract will be from Courtland Drive and through the Oak Crest subdivision, with potential access across the tracks from Holmestown and a future tie-in to Flemington Village Boulevard.

The LCPC notified more than 200 property owners adjacent to the tract about the annexation request, with six speaking at the LCPC’s meeting earlier this month. Along with the annexation request is a rezoning request to take the land from AR-1 to planned unit development.

Liberty County commissioners are expected to take up the matter at their meeting October 1.
