The Midway City Council had scheduled a special meeting for this evening at 5. A spokeswoman for the city said it appeared a quorum of council members would not be available.
The topic of the session was billed as “water agreement.”

Midway has been in a dispute with Liberty County and the development authority since Midway and Deep Water Holdings, also known as Midway Holdings, approved a water/sewer agreement for the Martin-Glebe/Sawgrass development.
Under the agreement, Midway would annex the entire 372 acres of the proposed development while authorizing $2 million in revenue bonds to finance improvements and expansion of the water and sewer system.
The county filed objections to the annexation because Midway proposed to provide services in an area it said had been assigned to the LCDA.
The development authority’s water/sewer negotiations with developers have become protracted, partly because of LCDA questions about construction of hotels and restaurants. Developers have said these are not customary for applications for water or sewer service.
Council meetings are open to the public and are held at the Midway Civic Center at 9397 E. Oglethorpe Highway.
