As the people in charge of Congress scramble to meet a self-imposed July 4 deadline for passing their version of President Trump’s huge tax and budget bill, they’ve had to contend with an inconvenient fact: The Congressional Budget Office — their own in-house group of nonpartisan analysts — says the bill will add $3.3 trillion to the national debt over the next 10 years.
