Goldman Sachs announces the successful closing of The Proctor, a new Class A community of 137 residential units, five live-work retail spaces, and six retail condos, developed by Windsor Stevens Holdings on the westside of Atlanta. This community will feature various living options, including studios, one-bedroom, and two-bedroom units strategically near major employment centers and dining establishments in West Midtown and a block away from the Westside Beltline Connector.

The Proctor is designating 30% of its units at rent affordable to households earning at or below 50% of the area median income (AMI).

“This marks a pivotal moment for Windsor Stevens as we celebrate the closing of the Proctor,” said Rod Mullice, managing partner at Windsor Stevens and a Liberty County native. “The introduction of this Class A property including vital affordable housing units, is a testament to our commitment to fostering inclusive communities.

“Everyone deserves a place to call home, and this development not only enhances our urban landscape but strengthens the fabric of our community.”

Goldman has contributed a $26.1 million construction loan through its Urban Investment Group to support this significant project. Joining Goldman as capital partners in the $55.6 million development are Basis Investment Group, Windsor Stevens Holdings, Atlanta Housing, InvestAtlanta and Atlanta Urban Development Corporation. The Proctor exemplifies effective interagency collaboration, achieved through extensive coordination with Atlanta Housing.
