West 15th housing development clears city hurdle

With a development agreement satisfied, Hinesville City Council members agreed to annex 13.9 acres off Live Oak Church Road.

Developers plan to build 34 townhomes and 184 apartments on the tract. The residents of a mobile home park that had been on the site have been relocated to other mobile home parks, and officials with Newbridge Properties said the 32 residents relocated are happier in their new homes.

“We have had zero complaints,” said Maryann Rossignol, managing director of asset management for Hudson Realty Capital. “They are thrilled to have public water and sewer at their new homes. They have faster internet.”

The city and Newbridge entered into a development agreement in April 2024 and under its terms, the developers had to relocate the residents of the existing mobile home park and remove the mobile homes.

“They did a good job of meeting our requests and fulfilling their end of the bargain,” Mayor Karl Riles said. “We welcome fantastic partners and you have been that.”

Because of the size of the proposed development, a traffic study is necessary and site plan approval will come back before the council. The traffic study will be submitted at the same time as the site plan review.

“We appreciate the relationship we have,” said David Loo, co-managing partner of Hudson Realty Capital. “It was great working with you.”

Council members also approved a preliminary plat for Shanken Townhomes, a 44-unit development off West 15th Street. The townhomes will go on nine acres that were rezoned from AR-1 and planned unit development to attached residential earlier this year.

Dedications to the city will include 1,150 feet of new roads, water, reuse water, sewer and stormwater utilities and easements for drainage, access and utilities. Common areas and ponds totaling almost four acres will be dedicated to a homeowners association.
