City says fee needed for utility work

Hinesville City Manager Billy Edwards spoke during the Hinesville Rotary Club meeting Tuesday.

He addressed the stormwater utility that is being implemented. He said there is $15 million in capital needs for stormwater detention facilities improvement.

The city expects to receive $1 million per year in stormwater utility fees,which were recently implemented and which have draw protests from residetnts.
