The Riceboro mayor and council Wednesday proclaimed July 21 “Mary Lecounte Baggs Day” in Riceboro. A distinguished citizen in her own right, Baggs is the widow of the late Earl Baggs, Liberty’s first African American county commissioner. On that day, Mrs. Baggs’ 97th birthday, her church, First Zion, will name its education department in her honor. Neloweze W. Cooper chairs the event honoring Baggs.
