Use fines to cut taxes

Editor, Why is the local government taxing the hell out of everybody when they could be getting the funds from another source within their own governments? For example, the Environmental Health Department could fine all the restaurants it inspects for every infraction it finds.
From what I see, restaurants think their inspections are a joke. If you take a little of their profits away, maybe then they will take their inspections seriously.
And the Hinesville Police Department needs to fine all the restaurants that throw their trash out the back door when they close for the night, when the dumpster is only a few feet away. For this is littering and it makes Hinesville look like a city dump.
If local government did its job, it would not have to tax the devil out of its citizens.
